Unformed Legal Roads (Paper Roads)

There are a number of 'Unformed Legal Roads' within the Manawatu District. They are commonly known as 'Paper Roads'. These roads retain the same legal status as a formed road, however Council is not obliged to maintain them. The public have a legal right to be able to access these roads whether by foot, vehicle or horse.

From time to time, Council may issue adjoining land owners with an informal 'Licence to Occupy' for the purpose of grazing stock.
